Construction content: (1) the newly built 30MW ground photovoltaic power station. The site is located on the hillside, which is within the jurisdiction of the village committee of Yunnan Province Kunming City Fumin County Kuange Town Heping village and Tuozhuo village, including four areas: the first area (Heping west) and the second area (Heping north) are within the jurisdiction of the Heping village committee, the third area (Tuozhuo north) and the fourth area (Tuozhuo south) are within the jurisdiction of the Tuozhuo village committee. The construction adopts open photovoltaic greenhouse square, field collection lines, on-site roads and agricultural planting facilities; (2) the new 110kV Baishiya boost station is located near the Tuozhuo North Area. The construction has building complex, dormitory, power distribution room and main electrical equipment.

The project has passed technology assessment of Kunming environmental engineering assessment center and issued the evaluation opinions "technical impact assessment opinions on the environmental impact report of Fumin Baishiya phase one: 30MW ground photovoltaic power plant project of complementation of agricultural cultivation and photovoltaic power generation" (Kunming EIA opinion No. [2016]92).The project conforms to the national industrial policies, the location of photovoltaic power station is reasonable, the pollution prevention and control measures are feasible, and the pollutant discharge can meet the requirements of discharge standards. The impact of project’s construction on the surrounding environment is in the acceptable range. After carrying out the implementation of the “REPORT” and the pollution control measures from the assessment opinions in accordance with the "three simultaneous", the construction of the project is feasible from the perspective of environmental impact assessment,
